Zhong Xia Rui: The predecessor of Shandong Changhua Paper Machinery Co., Ltd. is Shandong Second Light Industrial Machinery Factory. It is an old state-owned enterprise with a history of more than 40 years. It has made important contributions to the development of my country's paper industry. In 2001, it was successfully restructured into a private joint-stock enterprise, and all state-owned shares were withdrawn, forming a shareholding structure enterprise in which the management level and above hold the majority share, and the employees voluntarily participate in the shareholding.

After the restructuring, the enterprise has carried out all-round and in-depth reforms, activated the driving force for enterprise development, and established a modern enterprise management system. With multiple functions, one post has multiple positions, breaking the boundaries between cadres and workers in the appointment of cadres. Reporter: Since the reform and opening up, especially in the past 10 years, my country's paper industry has developed rapidly, and the equipment manufacturing industry of pulp and paper has also achieved a large-span development. The state proposed the localization of papermaking equipment and formulated relevant support policies. In this process, how has Changhua developed? What achievements and experiences have been obtained?

Zhong Xiarui: Since the beginning of the 21st century, China's paper industry has entered a period of rapid development. We have seized the opportunity, kept pace with the times, pioneered and innovated, digested and absorbed foreign advanced technology, improved the level of design process equipment and product quality, and adapted to the rapid market of papermaking machinery. The needs of development, the enterprise has been sustainable development. After several years of development, five joint workshops including casting, machining, riveting and welding, painting, and assembly have been built. Large-scale CNC boring and milling machines, horizontal machining centers, 12-meter planer, 9-meter planer and milling machine, 1200 Tons of CNC bending machine, CNC fine plasma cutting machine, automatic welding center, and CNC transformation of some key equipment, the company has a provincial-level enterprise technology center specializing in the research and development of paper machinery, and has been committed to technological progress and new product development. The research and development work mainly manufactures rotary wire, fourdrinier wire and stacked wire paper machines, with a total of 9 series and more than 100 specifications and varieties. In recent years, after technological transformation and product structure adjustment, the company has an annual processing and manufacturing capacity of 10,000 tons. The main products are the series of 2640-6000mm width, 250-1000m/min fourdrinier wire multi-cylinder cultural paper machine, and the width 2400-6000mm series. , Speed ​​100 ~ 650m/min cardboard machine, width 1760 ~ 2720mm series, speed 150 ~ 1000m/min tissue paper machine. By actively digesting and absorbing foreign advanced technology, high-tech products are increasing year by year. Many paper-making machines of different specifications developed and produced by our factory have won the provincial scientific and technological progress award. Reporter: Since the reform and opening up, although my country's papermaking equipment manufacturing industry has achieved a large-span development, it is still far from the level of advanced foreign countries. Modern paper machines and key technical equipment still need to be introduced. Technological progress and modernization have played an important role - but the question now is: how can my country's equipment manufacturing industry narrow the gap with foreign advanced levels as soon as possible, and then catch up with foreign advanced levels and realize the localization of papermaking technology and equipment? Can you talk about your understanding and opinions on this issue?

Zhong Xiarui: In recent years, although domestic paper machines have made great progress in terms of width, speed and single machine output, there is still a big gap compared with the advanced level of foreign countries. At present, the level of domestic paper machines is width Below 6m, the vehicle speed is below 1000m/min, while the international advanced level is 10m in width, 2200m/min in vehicle speed, and the single-machine production capacity is as high as 2000t/d, with obvious technical advantages. It is highlighted in several key components of the paper machine, such as: high-speed large dilution water headbox, shoe press, calender, automatic control system of paper machine, etc.

The design and development of large-scale high-speed paper machine is not only a problem of mechanical design and manufacturing technology, but also the result of the combination of papermaking technology and data generated by experimental paper machines. The main factors restricting the width and high speed of the paper machine are as follows:

(1) The domestic technological development methods are backward, and basically remain in analogy, imitation and improvement. The modern wide-width high-speed paper machine is a relatively complex large-scale system that combines opto-mechanics, fluid mechanics and thermodynamics. Without the corresponding test methods and financial support, it is very difficult to develop a paper machine with the current international advanced level. .

(2) At present, the processing equipment of domestic paper machine manufacturers is also relatively backward, and the processing accuracy is not very high, which cannot meet the requirements of wide-format high-speed paper machines, and at the same time, domestic mechanical and electrical accessories can not meet the requirements.

(3) The design, manufacture and use of large-scale paper machines require the strong support and active cooperation of paper-making enterprises.

(4) Strong support from relevant national fiscal and taxation policies is required.

Although there is a relatively large technical gap at home and abroad, we also have comparative advantages. For example, the price of domestic paper machines is relatively low, and the investment of papermaking enterprises is small, which is suitable for national conditions. While actively introducing and absorbing foreign advanced technology, we should give full play to our own advantages and expand the national paper-making machinery and equipment manufacturing industry. Taking the road of joint manufacturing of large-scale paper machines at home and abroad is one direction, focusing on domestic and introducing foreign key parts and components to give full play to their respective advantages and serve the paper industry. For example, our SDZ1201-4800/700 coated white cardboard machine with an annual output of 300,000 tons for Ningxia Meili Paper Co., Ltd. adopts the method of introducing key foreign parts and components based on me. Through continuous cooperation with foreign countries, we can improve our own innovation ability after digestion and absorption, and narrow the gap with the international advanced level.

Reporter: Practice has proved that we cannot buy advanced "core" technologies from abroad, and we must rely on independent innovation to develop my country's papermaking equipment manufacturing industry. Regarding this issue, academician Chen Kefu and other experts have made strategic research on several issues of independent innovation in my country's pulp and paper equipment manufacturing industry, which were published in the sixth and seventh issues of this journal this year, and Mr. Zhong has studied it. This research report makes a comprehensive experience summary of past independent innovation, and puts forward guiding opinions for future independent innovation. Please combine this report and Changhua's situation to talk about how Changhua and the entire industry should promote independent innovation, narrow and catch up with foreign advanced levels.

Zhong Xiarui: Independent innovation has three meanings: first, original innovation, second, integrated innovation, and third, re-innovation on the basis of digesting and absorbing foreign advanced technology. Independent innovation is to combine original innovation, integrated innovation with introduction, digestion, absorption and re-innovation. While actively paying attention to and participating in original innovation and integrated innovation, attach great importance to the digestion, absorption and re-innovation of imported technology. Rely on the accumulation of independent brands to expand investment in technology research and development, and promote the improvement of independent innovation capabilities.

The main ways of enterprise technological innovation can be summarized as one analogy, two transplantation, three accumulation, and four integration. Analogy is not imitation, not plagiarism, analogy is borrowing, association, is similar to non-image. Technologies in all walks of life are developing rapidly, and technologies mature in other industries may not have been applied in this industry. Transplanting technologies from other industries into this industry is an innovation. The technology and products in this field need to be continuously improved, and accumulated over a long period of time, from small changes to large changes, quantitative changes to qualitative changes, to a certain extent, innovation will be formed. The direction of technology development, on the one hand, is more subdivided and more specialized, and on the other hand, it is necessary to integrate the subdivided fields and integrate unit technologies. Integration is an innovation, and a much-needed innovation today.

Efforts shall be made to form a technological innovation mechanism. Create a relaxed but innovative atmosphere and environment; secondly, innovation activities should be the convergence point of market pull and technology push; vigorously carry out mass technological innovation and technological improvement activities as the basis. The key to technological innovation is to have innovative talents. Such talents must have a certain knowledge structure, a broad knowledge base and deep professional knowledge.

The technological innovation activities of an enterprise are not aimed at the formation of independent intellectual property rights or the generation of knowledge, but to serve and obey its overall business goals, although in the process of independent innovation, it will definitely form independent intellectual property rights. . In the process of independent innovation, the first concept is confidence, can we go to independent innovation, can we form world-class technology and technological achievements? The real main body of technological innovation is people. To solve people's problems, there are two conditions. The first is the system. The formation of the independent innovation capability of an enterprise is a arduous and long process. Zhong Xiarui: At present, independent innovation still has certain difficulties. Integrated innovation and re-innovation on the basis of digesting and absorbing foreign advanced technology should be said to be the main innovation form of our paper machinery manufacturing industry. As mentioned above, the innovation of enterprises must be

(3) The new products of powerful domestic paper-making machinery factories need the strong support of paper-making enterprises in order to bring large paper machines to the market. (4) Although many paper-making production lines with international leading level have been introduced in China, the paper-making machinery factory has no chance to digest and absorb, or even to see it. Therefore, enterprises hope that government departments and industry associations can come forward to coordinate, digest and absorb the existing advanced technologies suitable for national conditions as much as possible, and launch large-scale modern paper machines with a width of more than 6m and a speed of more than 1000m/min as soon as possible to better serve the paper industry. .

Reporter: There is a big gap between our pulp and paper equipment manufacturing industry and the advanced level of foreign countries. It is absolutely necessary to cooperate with foreign companies in some form. However, some enterprises have lost confidence in taking the road of independent innovation, shrinking and catching up with the advanced level of foreign countries, which has led to the integration and merger of foreign enterprises. So, please, Mr. Zhong, do you think there is a problem of industrial safety in my country's papermaking equipment manufacturing industry? There are basically two views on this issue both inside and outside the industry: First, it is considered a crisis. Enterprises with certain advantages will be eaten by foreign capital, and enterprises lacking advantages will be eliminated in the competition. In the future, China's paper industry will completely rely on foreign technology and equipment, which will also lead to the industrial safety of the paper industry. The second is that there is no crisis. Because China's paper industry is divided into different levels, foreign technical equipment serves China's large modern enterprises, while domestic technical equipment serves small and medium-sized enterprises. Zhong Xiarui: Regarding the issue of industrial security, there has been a lot of talk in the media recently. I personally think that industrial security means that under the conditions of opening to the outside world and international competition, the country's important industries can maintain their relative advantages. Subject to the influence of multinational capital, so as to maximize the interests of the country. The prominent problems faced by my country's industrial security are mainly in the weak capability of independent innovation in technology-intensive industries, and the core technology depends on transnational requirements. Therefore: (1) Enterprises with good market reputation and strong technical and management strength can seek cooperation and learn from each other's strengths, so as to concentrate manpower and material resources for market development and technological innovation. ( 2 ) Can cooperate with foreign manufacturers in projects to improve the level of the whole machine, and improve the technical level and innovation ability of enterprises through cooperation. At present, the technical level of China's pulp and paper equipment industry is still far from the international advanced level, and it is impossible to compete on one platform, and the market objects it serves are different. Therefore, the main way to enhance industrial security is to enhance its own innovation capabilities.

Reporter: For the industrial safety of my country's paper industry and paper equipment manufacturing industry, the seventh and ninth issues of this journal have published and reprinted relevant articles respectively. The purpose is to sound the alarm and attract the attention of enterprises and entrepreneurs. Mr. Zhong, please talk about how to cooperate with foreign-funded enterprises on the issue of independent innovation and avoid risks in combination with Changhua's plan?

Zhong Xiarui: Independent innovation does not mean self-innovation, nor does it mean closed innovation. We propose to insist on independent innovation, not to exclude technology introduction, but to take learning and re-innovation based on technology introduction as an important way to enhance the ability of independent innovation. As a developing country, making full use of international advanced scientific and technological achievements and insisting on re-innovating on the basis of digesting and absorbing foreign advanced technology will become a very important basic approach for my country's independent innovation. Under certain conditions, technology can be introduced, but technological innovation capabilities cannot be directly obtained through introduction, and key technologies cannot be bought. Technological innovation capabilities are endogenous and need to be acquired through organized learning and product development practices. The lesson of my country's technology introduction is that it did not insist on digesting and absorbing the imported technology, and took a vicious circle of "introduction, backwardness, re-introduction, and backwardness". The ratio of the cost of imported technology to the cost of digestion and absorption in Japan and South Korea is 1:5 and 1:8 respectively, while the ratio in my country is 1:0.15, resulting in repeated introduction of high costs. To change this passive situation, the state needs to formulate corresponding support policies for the introduction of technology and digestion and absorption, and formulate supporting regulations to strengthen the norms for the digestion, absorption and re-innovation of imported technology. Avoid dependence on the repeated introduction of international technology.

Reporter: Mr. Zhong believes that my country's papermaking equipment manufacturing industry has no industrial security at all. He pointed out that the outstanding problems of industrial security are that the ability of independent innovation is not strong, the core technology depends on multinational companies, and it is in a disadvantageous position in the international division of labor system. Another example is that our papermaking equipment manufacturing enterprises have poor processing capabilities, but it is known that the processing capabilities and processing accuracy of large domestic machine tool factories are even stronger than those of well-known foreign papermaking equipment enterprises. According to the principles of the socialist market economy, everyone forms a community of interests with the same goals, which can form new advantages and new productive forces. It is necessary to promote the formation of an independent innovation system for production, education and research, including supporting cooperation between enterprises and complementing each other's advantages. Industry associations focus on going deep into the enterprise, listening to the voice of the enterprise, understanding the needs of the enterprise, reporting the situation to the government department in a timely manner, and putting forward opinions and suggestions on policy measures. The state has promptly introduced industrial policies to encourage independent innovation, restrict repeated introductions, and encourage the use of domestic equipment. Main goals: To carry out high-tech research on pulp and papermaking equipment and processes, to speed up the pace of new product development and the replacement of old products, and to narrow the gap with the international advanced level as soon as possible; through project cooperation with foreign companies and the introduction of advanced technology, the The large-scale paper machine with wide width, high speed, low consumption and environmental protection at the international level has made the enterprise become the main production base for replacing imported pulp and paper equipment in my country.

Recent development plan:

(1) Improve the series paper machines with an annual output of 100,000 tons of high-strength corrugated base paper represented by 4400/600, a series of paper machines with an annual output of 200,000 tons represented by 4400/600, and a series of paper machines with an annual output of 30 tons represented by 4800/700 10,000 tons of high-grade coated white cardboard series paper machine. The above three products are new products developed by our company in recent years, with large output, high speed and low consumption, and the technical level of the whole machine is leading domestically.
